A severely unhabitable single-family residence in the city of Palmdale was occupied by its property owner, despite the clear dilapidation. Two substantial fires left the property red-tagged unsafe for living. The property owner attempted to remedy the fire damage to the roof without a permit. The City posted Stop Work orders in response to the deficient structural integrity, however, the property owner continued in defiance.

After becoming notoriously unresponsive and uncooperative, the property owner informed the City the reason for their noncompliance was due to a family emergency. Due to this unforeseen circumstance, the City patiently balanced the need to protect the property owner and accommodate their situation. However, without any voluntary compliance from the property owner in sight, Civica Law was requested to intervene.
After
To resolve court action and avoid trial, an agreement was made with the owner to sell the property to buyers who agreed to quickly remediate the property. Civica Law was requested to file a court-order stayed receiver over this property in case the buyers could not achieve compliance in a timely manner. Now, the property is in compliance and the City has obtained full cost recovery, which in turn saves taxpayers money.
