Established in early 2023, Civica Law Group was founded by Matthew Silver, who propelled by a vision for civic service, departed from a decade-old law firm he co-founded. This new beginning is rooted in a passionate commitment to specialize in serving local governments while ensuring that communities receive paramount representation at an equitable cost. The name “Civica Law” mirrors our mission – to serve communities by aiding cities and counties in law enforcement endeavors, all while ensuring efficacy, efficiency, and fairness.

With over 100 collective years of experience, our team is nationally recognized as specialists in code enforcement law. This dedication extends beyond the courtroom. Mr. Silver, for example, has contributed over 12 years as a volunteer board member for California Association of Code Enforcement Officers (CACEO), shaping numerous bills into State law; and recently re-elected as 2nd VP and Legislative Director. Our team also offers courses in code enforcement and public agency risk liability, and our firm’s insights have graced numerous publications.
