
Vacant Lake Elsinore Residence with Multiple Safety Threats is Restored Into a Beautiful Home

A vacant residence in Lake Elsinore attracted squatters and complaints prompting city intervention to protect the occupants, community, and the public.
A longstanding vacant residential property in Lake Elsinore subject to trespass by squatters and numerous complaints from neighbors regarding overgrown weeds, and accumulated trash, junk, and debris in the front and back yards prompted the City of Lake Elsinore to protect the occupants, community, and the public. After numerous attempts to obtain voluntary compliance from any interested party to no avail, the City conducted an emergency abatement and cleared large amounts of junk, trash, and debris from the exterior and boarded up the property to eliminate the substantial health and safety risks.
Before
Given the substandard conditions observed on the exterior, the City inspected the property in its entirety to verify the full scope of violations on-site. Inside, multiple violations of State and local laws were documented by the City, including but not limited to fire, electrical, and structural hazards, dry rot and general decay, dilapidated ceiling, dilapidated interior walls, water damage, and the lack of utilities, amongst other unsafe and unsanitary conditions. The City issued a notice and order to repair or abate 37 violations of State and local laws on the property to the property owners and all interested parties.
After notifying the property owners, all interested parties, and the public of the City’s notice and order, Civica Law and the City of Lake Elsinore filed a nuisance abatement action with Riverside Superior Court to bring the property into full compliance. The City then cooperatively worked with a new owner who acquired title by entering into a stipulation to appoint a stayed court receiver to oversee the new owner’s rehabilitation efforts.
After
Abiding to the agreement, the new owner promptly remediated the property into full compliance with the City’s notice and order and reimbursed the City’s fees and costs incurred from their longstanding code enforcement efforts. The property is now a beautiful 1,600 square foot home with 3 bedrooms and 2 bathrooms.
