A neglected single-family residence was rapidly deteriorating in a densely populated neighborhood with parks, churches, and Chino City Hall. There were 37 violations of dangerous conditions including hazardous electrical, mechanical, fire-safety threats, criminal activity, severe rodent infestation and harborage, and more. The property owners were deceased and a notice and order to repair or abate was issued.
Before
The City worked cooperatively with an estate probate administrator of one of the property owners to appoint a stayed court receiver to oversee the administrator’s property sale to a responsible buyer. Under court supervision, the buyer promptly rehabilitated the property and remediated all 37 violations of law documented on-site. Under a written agreement with the estate probate administrator and the buyer, the City was reimbursed for all its enforcement fees.
