A property in a Chino neighborhood proudly showcased its exposed raw building material, damaged and decaying walls, and a makeshift-plywood garage door. This unattractive blight was submerged in overgrown dead vegetation, large, deteriorating furniture, and piles of trash and debris. The interior of the residence was no different than its exterior.
Before
Apart from two unpermitted additions and a 30-year-old expired permit, there were extensive plumbing, fire, and electrical hazards, blocked doorways, improper ventilation, holes in the ceilings, walls, and floors, and rodent infestations. As a longtime focus of code enforcement efforts, the City was well-aware of its repeated non-compliance offenses.
After attempting to contact the deceased property owners and its next of kin, Civica Law and the City collaborated to seek a court-appointed stayed receiver to oversee a potential buyer’s rehabilitative actions per a compliance agreement. A responsible buyer was found so the City worked with the stayed receiver and the buyer to resolve this public safety issue.
After
“This property was a top priority for our team due to having deceased owners and the health and public safety issues to neighbors. Our team cooperatively worked with the owners’ estate and a new interested party to rehabilitate the property and gain full compliance.”
Today, the property is rehabilitated to full compliance and the City’s costs and fees were reimbursed in full. This case proves a win-win situation where a neighborhood that desperately needed safety achieved rehabilitation not at the expense of the City’s taxpayer’s dollars.
